Issue:

You reconfigured your network license server with your Autodesk 2019 version software license, but when you launch your Autodesk 2019 software you receive license error.
 

Licensing Error
Network License Not Available. All licenses are in use, the server is down, or the license has expired. Contact your system administrator for support. Error [0.0.0]

Error 0.0.0. Network License is not Available.

Causes:

Autodesk Network License Manager version older than 11.14.1.3.

Solution:

For 2019 versions, you must upgrade your Autodesk Network License Manager to version 11.14.1.3 or higher.
